Waring brings the firm a decade of budget policy and process experience with the House Budget Committee and the Congressional Budget Office. During his four years with the House Budget Committee, Waring played key roles in developing, drafting, and executing portions of the House’s budget plans. He was instrumental in preparing the Wall Street Reform and Consumer protection Act (“Dodd-Frank”) for floor consideration in the House. Waring also used his budget and congressional scoring expertise to facilitate the enactment of patent, copyright, and Postal Service legislation. Waring served as a Budget Analyst at the Congressional Budget Office (CBO) prior to joining the House Budget Committee staff.
