RACHEL D. MILLER

   

Rachel D. Miller joined Capitol Solutions® as Vice President, Energy and Environment Practice, in January 2009. Ms. Miller brings subject matter expertise in energy and environmental issues and a decade of Capitol Hill and corporate lobbying experience to the firm.

 

Prior to joining Capitol Solutions, Ms. Miller worked on mandatory climate change legislation and policies to support low-carbon power as Director of Federal Affairs for BP America.  Ms. Miller co-founded the Carbon Capture and Storage (CCS) Contact Group and managed BP’s sponsorship of the 2008 Washington International Renewable Energy Conference (WIREC).

 

Ms. Miller also served as Legislative Assistant to Senator Dianne Feinstein (D-CA) for nearly four years as a policy advisor on energy, transportation and agriculture issues. While on Senator Feinstein’s staff, Miller drafted legislation that laid the groundwork for the first statutory increase in fuel economy standards adopted since 1975. She also played a key role in drafting energy market transparency legislation that was eventually incorporated in the 2008 Farm Bill. 

 

Prior to serving Senator Feinstein, Ms. Miller was a Legislative Assistant for Congressman Eliot Engel (D-NY), focusing on energy policy, the environment, and education issues.

 

Since arriving at Capitol Solutions, Ms. Miller has played a major role in the

growth of the firm's Energy and Environment practice.

Born and raised in New York, Ms. Miller received a Bachelor of Arts degree from Northwestern University and a Masters degree in Political Management from George Washington University. She and her family live in Chevy Chase, Maryland.
