  • Enactment of the sweeping patent law changes contained in the American Inventors Protection Act.
  • Eliminated $15.9 billion in contingent liabilities for the wireless telecommunications industry
  • Accelerated and improved the process for reallocating spectrum from government to commercial use, protected critical national security communications capabilities, and paved the way for the FCC’s 2006 $13.7 billion spectrum auction
