Members of the Capitol Solutions’ team have played major roles in developing agency recommendations for consideration in the President’s budget, creating and implementing appropriations spending plans, and almost everything in between. Coalition Management:

On many issues in Washington, a coalition is the best way to achieve major policy and legislative results. Our approach of bringing together a diverse group of companies to focus on a small number of important issues is an increasingly effective path to shifting the conversation on those issues. Capitol Solutions has both created and managed coalitions in several industry sectors.

Currently, we manage a coalition of five telecom companies to promote investment in wireless networks to meet consumer demand for secure, reliable, ubiquitous, wireless broadband service. We also work with electricity providers to assist them in reducing regulatory cost while still achieving environmental objectives.

History of Success:

  • Secured $50 million for hydrogen vehicle technologies
  • Reduced projected Communications Assistance for Law Enforcement Act (CALEA) related digital wiretapping costs by $6.5 billion
  • Eliminated $2 billion in planned Medicare payment cuts to hospitals.
  • Developed and helped implement an unprecedented solution to a $92 million PAYGO scoring problem that cleared the way for adoption of the Satellite Television Extension and Localism Act of 2010
  • Secured key Department of Energy grant, allowing a renewable energy project to move forward
  • Created and launched the bipartisan Green School’s Caucus to highlight the importance of energy efficient building in schools.
  • Improved the process of federal spectrum relocation, paving the way for the FCC’s 2006 Advanced Wireless Services (AWS) spectrum auction that earned $13.7 billion
  • Blocked a one-year $207 million Bush Administration-backed patent and trademark fee increase.
  • Secured federal funding for a $1.3 billion U.S. Customs Service IT contract.
  • Avoided an unfunded homeland security mandate and secured over $500 million in federal funding to bolster emergency wireless federal, state,
    and local public safety communications capabilities
  • Forced the FCC to auction 60MHz of spectrum for commercial use,clear additional spectrum for public safety, and used a portion of the auction proceeds to fund $1 billion in federal grants for interoperable public safety communications equipment.
  • Accelerated, by over 18 months, federal law enforcement’s plan to clear AWS spectrum for commercial use
  • Eliminated $15.9 billion in FCC-imposed contingent liabilities for the wireless telecommunications industry
