David F. Taylor
Since founding CAPITOL SOLUTIONS® in 1998, David Taylor has served as Managing Partner of this successful, Washington, DC-based lobbying firm.
An expert on the Federal Budget and appropriations process, Mr. Taylor has unique combination of high-level White House, Senate Leadership, Appropriations Committee staff and private sector experience. He has helped Capitol Solutions’ clients achieve major policy objectives, generate hundreds of millions of dollars in federal, state, and local government sales, and eliminate over $20 billion in unfunded federal mandates.
Before founding the firm, Mr. Taylor recognized that the federal budget process would have a major impact on policymaking for years to come. He developed an innovative, process-oriented, strategic approach to government relations. Mr. Taylor assembled a team of subject matter experts and budget process professionals experienced with each phase of the federal budget process. Members of Capitol Solutions’ team played major roles in developing agency recommendations for consideration in the President’s budget, developing and implementing appropriations spending plans, and they have done almost everything in between. That combination of substantive and process experience improves our clients’ prospects for success.
Mr. Taylor’s government career began in the mail-room for Senate Majority Leader Bob Dole (R-KS), highlights include:
- Six years in the Senate Republican Leader’s Office, including four years as the Leader’s chief budget and economic policy advisor and one of his key legislative strategists.
- Four years in the George H.W. Bush Administration as Associate Director for Legislative Affairs at the Office of Management and Budget (OMB).
- Three years as Majority Staff Director of the Senate Commerce-Justice-State Appropriations Subcommittee.
Since leaving the government in 1997, Mr. Taylor has helped FORTUNE 500 companies, industry associations, non-profit organizations and local governments.
A Memphis native and an avid blues fan, Mr. Taylor served as a member of the Board of Directors of The Blues Foundation, and was Executive Producer of the 1999 and 2000 Blues Hall of Fame Shows in Washington, DC.
Mr. Taylor is a graduate of Duke University. He lives with his wife and three children in Alexandria, VA.
