Gregory R. Waring, Jr.
Greg Waring joined CAPITOL SOLUTIONS® as Vice President, Budget Policy and Analysis, in August 2011. Mr. Waring brings a decade of budget policy and process experience, covering a wide range of issues including technology policy, transportation infrastructure, financial services, and federal credit programs. He provides clients with in-depth budget analysis, strategic advising, and government relations support.
Prior to joining CAPITOL SOLUTIONS®, Mr. Waring served as a senior analyst for the Budget Committee of the U.S. House of Representatives for the past four years under former Chairman, John Spratt (D-SC), and more recently for Ranking Member Christopher Van Hollen (D-MD). While at the committee, Mr. Waring developed, negotiated, and drafted important areas of the House’s budget blueprints for 2007 through 2010 that laid the groundwork for significant legislation over that period. He played a key role in executing those budget plans by assisting the Energy & Commerce, Judiciary, and Transportation & Infrastructure Committees on how the budget process directly impacted their priorities. Mr. Waring also staffed Chairman Spratt in his role as a member of the National Commission on Fiscal Responsibility and Reform (the “Fiscal Commission”).
Mr. Waring helped to develop the offsets that made the Wall Street Reform and Consumer Protection Act (“Dodd-Frank”) PAYGO compliant and allowed floor consideration. Similarly, using his expertise in budget and congressional scoring, he also played a critical role in eliminating budget and scoring obstacles that jeopardized enactment of patent, copyright, and Postal Service legislation.
Prior to serving on the Budget Committee staff, Mr. Waring was an analyst for the Congressional Budget Office (CBO), serving in a number of capacities as an analyst for transportation, community development, and justice programs. His work at CBO included estimating the impact of proposed legislation at both the federal and the state and local levels.
Originally from Southern Maryland, just outside of Washington, DC, Mr. Waring lives in Bryans Road, MD, with his wife and two children. He received a Bachelor of Arts degree from the University of Maryland Baltimore County and a Masters degree from Princeton University’s Woodrow Wilson School of Public and International Affairs.
